(WASHINGTON, DC) – Today, Mayor Muriel Bowser and the Office of Public-Private Partnerships (OP3) released the Request for Alternative Proposals – Qualifications (RFAP-Q) for the rehabilitation of the Henry J. Daly Building, which currently serves as headquarters for the Metropolitan Police Department (MPD). Erected in 1941, the building is named in honor of Sergeant Henry J. Daly, an MPD veteran of 28 years and homicide sergeant, who was killed in the line of duty on November 22, 1994.
“Sergeant Henry J. Daly made it his mission to serve and protect neighborhoods across the District and courageously gave his life doing so,” said Mayor Bowser. “This long-needed renovation will help preserve Sergeant Henry’s heroic legacy the best way possible by better equipping MPD with the tools they need to continue building a safer, stronger DC.”
Deferred maintenance of the Daly Building has affected its ability to properly function as a police headquarters. As a result, OP3 received an unsolicited proposal for the renovation of the Daly Building from District Infrastructure Group (“DIG”). In alignment with the District’s P3 law and regulations, the project proposal was deemed favorable and has become the basis of this procurement process. In January, 2018, Mayor Muriel Bowser and Councilmember Brandon Todd, Chair of the Government Operations Committee joined OP3, the Department of General Services (DGS) and MPD for a pre-solicitation conference where they presented the scope and District goals for the project with potential bidders. Participants were also provided a facility tour to underscore these priorities.
“We are very excited to achieve this milestone for the renovation of the Henry J. Daly Building,” said DC City Administrator Rashad Young. “This project is a great opportunity; to not only implement the first social infrastructure public-private partnership for District Government, but to also pave the way for future infrastructure projects throughout the District to be delivered utilizing the P3 model.”
The project will deliver the full renovation of the over 70 year old building into a state-of-the-art public safety headquarters with additional space for other District agencies. Renovations are slated to include a full interior and exterior rehabilitation along with replacement or repair of all major systems, security improvements, the inclusion of training space for the department, and reconfigured parking. The project will be managed in coordination with MPD and DGS, the District’s facilities management agency. The RFAP-Q requires interested teams to share their capabilities, reference past projects, and demonstrate their skills, experience, and qualifications to manage a project of this scope.

Interested bidders will have until July 09, 2018 to submit their statement of qualifications, as described in the procurement document. OP3 will then work with a review panel to select the most qualified teams to submit a full proposal for the renovation on the Daly Building.
